Workaround
- Enable the "Keep 'online' status" setting via Personal Cabinet (or "keepOnlineStatus": "yes" with SetSettings) on the instance and reboot the instance. Notifications start to arrive.
- Restarting the instance. If there are no notifications, restart the phone.
