WhatsApp Business Platform will change its messaging limits

Starting October 7, 2025, important changes to the messaging limits system will be implemented in the WhatsApp Business Platform. Instead of calculating limits for each phone number separately, limits will now be applied to the entire business portfolio. This is a long-awaited change that significantly simplifies scaling business communications.

Key Changes to the Limits System

Portfolio Limits, Not Per Number Limits

Previously, limits were set individually for each number within a business portfolio. Now, all numbers in a single portfolio will share a common, highest available limit. This means new numbers won’t need any warm-up time—they’ll immediately gain access to the maximum portfolio limit.

Accelerated Automatic Limit Increases

The automatic limit increase process will be noticeably faster:

  • The first level for new numbers increases from 1,000 to 2,000 outgoing messages per day.

  • The limit increase criteria are now checked every 6 hours instead of every 24 hours.

The starting limit depends on verification.

  • Without business verification – 250 templates per day.

  • With verification – 1,000 templates per day.

Stability Improvements

The new system has removed the “Flagged” number quality status. This means your message limit will not be reduced even if the number quality rating drops, making communications more predictable.

What Do These Changes Mean for Your Business

Switching to portfolio limits isn’t just a technical upgrade. It brings tangible benefits to businesses:

  • Fast scaling. No need to manually upgrade each phone number. New numbers added to the portfolio instantly gain access to a shared high limit.

How to Increase Limits

To automatically increase your business portfolio limit, you must meet two conditions:

  • Send high-quality messages through all your numbers and templates.

  • Use at least half of your current portfolio limit in the last 7 days.

Updates for Developers

  • Webhooks. A new parameter, max_daily_conversations_per_business, will be added to webhooks, which specifies the portfolio limit.

  • API. To retrieve the current portfolio limit via the API, you can now request the new field whatsapp_business_manager_messaging_limit.
