When allowParticipantsSendMessages is changed from the app, it can take several minutes for it to update in GetGroupData. And if a message is sent, the status from the webhook is incorrect. If sending was just blocked, the message still claims it was "sent", and if sending was just allowed, it still says "forbidden"
