04/29/2023 Fixed availability issues#

Today from 03:05 (GMT+3) to 08:45 (GMT+3) there were issues with some services.

The issues affected only the mechanisms for creating new instances and user console. The issues did not affect instances. Sending and receiving messages worked properly.

At the moment issues have been fixed.

The GREEN-API is stable.
